A piece of news from the Mayoralty of Chisinau from the beginning of August made happy some of the drivers in the capital, but revolted the others. It is about paid parking, specially developed in the busiest areas of Chisinau.

From the news containing declarations from the drivers it was not clear however, how much or how little these measures are appreciated by the inhabitants of the capital, Magenta Consulting began a survey in order to learn the public opinion regarding paid parking in Chisinau.

For an hour of parking up to ten lei – prepare your pockets morally

At the beginning of August the Mayoralty of the Capital communicated that they will offer spaces for private parking which will be developed by a private company nominated by contest. In the contest may participate economic agents both from the country and from abroad, and the files will be accepted until the date of 28 September and later will be organized an auction.

In total the company winning the auction will have to manage a project which foresees 25 thousand parking places in Chisinau. The payment for parking will be possible both in cash and by credit card, and the issued check will be pasted on the windshield.

Starting from these conditions and this way of using the potential private parking, Magenta Consulting asked the inhabitants of the capital if they drove a vehicle and how often. 70.5% of respondents recognized they did not drive vehicles, the others being drivers with documents. From the 29.5% of respondents who know how to drive, 28% drive twice or thrice per week, and 11% drive two-three times per month and even less.

Returning to the subject of the method of payment, money and prices, Magenta Consulting inquired how willing were Moldovans to pay for an hour of parking. Therefore, after some calculations resulted from the answers of the respondents, was established that the price accepted by them and recommended for those who will develop the parking places is between MDL 7 and 10, meaning at least MDL 7 and at most MDL 10.

Knowing about the difficulty of finding a parking place in the center of Chisinau, being asked how the respondents would proceed in the case when all the parking places from the center of Chisinau would be developed and become paid, and if they paid for parking the car, 71% of them recognized that it is very difficult for them without the car and this is why they have to accept the new parking rules and pay the fee necessary for parking.

But there are also inhabitants of Chisinau which were determined by the changes initiated by the Mayoralty to reevaluate their way of moving through the city. 18% of the interviewees claimed that in the case paid parking places will be installed in the city they will use more frequently the public transport, will turn to the services of the taxi drivers or will walk. 

Therefore, in this competition between wild, spontaneous type parking “I park the way I can” and the private type parking, arranged and civilized, the latter wins. The least optimist part is limited by the work made in pieces; the 25 thousand parking places will not be all ready at the same time.

Initially only 2500 places will be made available on the boulevards Constantin Negruzzi and Ştefan cel Mare şi Sfânt, as well as on the streets 31 august 1989, Tighina, Alexandru cel Bun, Vasile Alecsandri, Puşkin, and Bănulescu-Bodoni. Later the parking places will be extended to the streets Mihai Viteazul, Ismail, Alexei Mateevici and Albişoara.

Methodology: The survey was carried out by Magenta Consulting on a sample of 641 persons. The data from this survey are representative at national level and have an error margin of ±3.9% with a confidence interval of 95%. The data were collected in the period 02-10 March 2015.
